The week’s real division was not between commodities but between capital that governments willed into being and capital that needed no permission at all.
The US Department of War agreed on 24 August to guarantee floor prices for dysprosium and terbium, two heavy rare earths no contract has ever priced this way, and in doing so manufactured a market the open exchange had declined to build. The commitment runs to $750m into a special-purpose vehicle buying output from Brazil’s Serra Verde mine, part of a $1.55bn package that also carries a $500m credit facility and a five-year state undertaking to buy at least $300m of product. It clears a closing condition on USA Rare Earth’s roughly $2.8bn acquisition of Serra Verde, which would leave the company the only producer of all four magnetic rare earths outside Asia.
Strip away the strategic language and what remains is a government paying to make a mine financeable that the market, at prevailing prices, would not. That is the defining move of the week, and it sets up the week’s real division: between capital that exists only because a state conjured it, and capital that needed no state at all.
On the other side of that line sits Boliden. The Swedish major agreed on 27 August to take Votorantim’s 64.68% of Nexa Resources, five mines and three smelters across Brazil and Peru, for $1.31bn, in an all-share exchange rather than cash. Votorantim leaves with roughly 7% of Boliden; Nexa stays listed in New York. No government, no guarantee, no floor price. Two majors priced and signed a billion-dollar deal in their own paper because both sides judged the assets worth holding through the cycle, and Boliden judged its own stock the better currency than cash. That is what unassisted conviction looks like, and it is a cleaner signal of where private capital actually wants exposure than any sovereign package.
The exposure Boliden reached for is zinc, and the timing is pointed. Zinc closed the week up 0.86% at a four-year high, but the strength is a Western warehouse squeeze, not the Chinese supply glut the tape keeps predicting: LME stocks are draining while Chinese output runs near a 17-month high, and this week’s much-discussed Chinese export ramp is, on Macquarie’s numbers, around 30,000 tonnes across all of 2026, a rounding error against imports that ran past 400,000 tonnes as recently as 2024. Buying a zinc producer into that dislocation is a bet that Western tightness lasts longer than the market thinks.
Between the two poles sits the capital that is announced but not yet real. Argentina and Chile met again on 27 August to advance technical review of the copper projects under their revived 1997 integration treaty, Vicuña, El Pachón and Los Azules, repeating the $20.7bn figure officials have quoted since July. Chile’s own deputy mining minister concedes there is still no timeline. This is the discount rule most of the sector runs backwards: a signed price floor is bankable the moment the ink dries, and a regional treaty aggregate is worth almost nothing until one specific project clears its own financing. The $20.7bn is not investment. It is a press release with a number on it, and it belongs in a different column from the War Department’s $750m even though the treaty number is twenty times larger.
Beijing, meanwhile, was the busiest actor of the week and the one least reducible to a single label. Ganfeng put $180m of convertible notes into Lithium Argentina to anchor a new Salta joint venture; MMG restarted the giant Las Bambas copper mine in Peru; and the zinc export trickle above is Chinese policy expressed through freight economics. Lithium buyer, copper supplier, zinc exporter, in one week. The market that files China under “demand” is mispricing it.
The Philippines enacted Executive Order 122 this week to streamline critical-minerals investment, and in the same week Celsius Resources disclosed it is in international arbitration against Philippine regulators to protect a $43m placement already committed to its MCB copper-gold project. One arm of the state advertises the door while another litigates who may walk through it. For anyone pricing Philippine risk off EO 122, Celsius is the asterisk.
Underneath the marquee names, the financing tape says something quiet about where equity risk is welcome right now. The week’s placements were disproportionately Australian and large: FireFly A$190m, Benz A$150m, GR Engineering A$100m, PC Gold A$75m, Falcon A$30m, Saturn A$21m, while London and Toronto juniors mostly raised in the hundreds of thousands to low millions. The ASX is open for size; the smaller boards are open for survival.
So what to do with it. Sort the week’s capital by how much of it can actually be drawn down. Signed, contractual money like the War Department floor is bankable the day it is announced. A major’s own-paper acquisition like Boliden’s is real conviction and a clean read on where private capital wants to be. A regional treaty aggregate is neither, however large its number, until a named project closes financing. Take the first two at face value, discount the third to roughly nothing, and read Beijing as a supplier as much as a buyer. The positioning follow-ups into coming weeks: whether Boliden’s shareholders ratify Nexa at their EGM, whether Chile attaches a real date to its treaty, and whether zinc’s Western squeeze outlasts the Chinese export story the market keeps trying to tell.
Week-end price comparison: 21st vs 28th of August 2026

Week end prices shown are as of 17:00 UTC on 28th of August 2026
Gold fell 3.15%, reversing part of its recent rally as Federal Reserve Chair Kevin Warsh’s Jackson Hole comments increased expectations of a possible September rate hike. The stronger dollar and higher yields pressured bullion, although fiscal concerns and safe-haven demand kept prices well above earlier-year levels.
Silver declined 4.14% after reaching elevated levels, following the broader precious-metals correction as rate expectations shifted. The decline was sharper than gold given silver’s greater sensitivity to speculative positioning, although strong industrial demand continues to support its longer-term outlook.
Palladium gained 5.81%, outperforming the rest of the precious-metals complex. The move appears largely technical and positioning-driven, with palladium benefiting from renewed buying after its earlier correction.
Platinum fell 2.09%, giving back some of its recent gains as the stronger dollar and higher rate expectations outweighed ongoing supply-side support.

Week end prices shown are as of 17:00 UTC on 28th of August 2026
Copper rose 2.26% to a fresh record as US tariff uncertainty continued to distort global inventories and pull metal towards the US market. LME stocks have remained under pressure, with large warrant cancellations pushing prices towards the previous record despite concerns over Chinese demand.
Aluminium was broadly flat, reflecting a balance between tight global supply conditions and softer Chinese demand. The market remains supported by supply constraints, but weaker industrial activity is limiting further upside.
Lead edged 0.30% higher, with LME inventories continuing to decline steadily. The move remained modest, consistent with lead lacking the acute physical tightness seen in copper and zinc.
Tin fell 0.80% as traders took profits following its strong run. Prices remain historically elevated, supported by constrained supply and electronics demand, but the near-term momentum has moderated.
Zinc gained 0.86%, continuing to benefit from tightening LME availability. LME stocks have fallen significantly while Chinese inventories remain comparatively higher, creating a regional imbalance that continues to support London prices.
Iron Ore rose 0.55%, stabilising around $96/t despite persistent concerns over Chinese steel demand. The modest gain appears more consistent with short-term positioning than a fundamental improvement, with abundant seaborne supply still limiting upside.

Week end prices shown are as of 17:00 UTC on 28th of August 2026
Brent Crude Oil fell 6.55% as markets reduced part of the geopolitical premium attached to the Iran conflict and focused more heavily on the possibility of diplomatic progress. Comments around a potential US-Iran agreement, alongside concerns over monetary tightening, pushed crude lower despite continued supply risks.
US Natural Gas rose 4.02%, supported by persistent summer heat, strong power-sector demand and tighter-than-expected storage injections. LNG feedgas demand has also remained elevated, helping offset the substantial inventory surplus.
Coal gained 6.90%, reaching $139.50/t. The move reflects renewed strength across energy markets outside crude, with supply concerns and firm Asian demand supporting thermal coal prices.
Uranium rose 2.15%, continuing its broader upward trend. Producer supply constraints, expectations for continued nuclear expansion and concerns around Russian supply are keeping the physical market tight.
